BYU put the yewt staff in an uncomfortable situation in regards to instate recruiting this coming Fall.
According to that philosophy you mentioned, Utah would like to see how instate kids do this coming season. But, if any of these BYU instate commits play well this coming year, yewtah is out of the picture, and is looking--at best--at signing only 3 instate kids this year.
I don't think too many outside observers would call that "locking up" the state.
