This is true. I've felt more comfortable on the Beltway in D.C. than I-15 on any
given day.
My understanding is that the far left land is the only one that shouldn't be blocked by "traveling" cars (i.e., not passing). Interior lanes are all for traveling at various speeds, no? Sure, if you need to do 55 for whatever reason you should be in the far right lane, but the only "passing lane" I've ever though about is the far left lane.

It's not about the speed limit. If you're being passed on the right, technically you should be over the right.
