By what method are they to list every possible danger that could randomly happen
and to ensure that every person sees it and signs a waiver?
And why is it the state’s responsibility? Why not the company that manufactures and sells snorkeling equipment? Why not the county or the city? Or maybe we can privatize all the beaches and put responsibility on them!
