BYU gets slightly better ratings in Utah. At least that is what Dick Harmon's article claimed. (He did not post actual numbers but included a couple of point spreads on the ratings). As for the bowl ratings, the days of the bowls certainly impact the ratings. Utah and BYU have bounced around a couple different bowls over the last few years and Utah has rated equally with BYU and beaten their ratings nationally in a couple of those matches.
