I grew up in South Jordan and in my ward there was only one ute fan family, and dozens of BYU fan families. This was during the 80s and 90s so things may have changed since then.
However, the PAC cares very little numbers BYU or utah of fans within the SLC market. They care about the number of TV sets and cable/satellite subscribers in the market. The PACs games will be on basic tier in SLC and throughout the Intermountain West, and the PAC will collect subscriber fees from all of those customers, including BYU and Utah St. fans.
