I've seen it work before albeit not for a long period of time.
Arizona 2006.
Mike Canales was the OC. He was AWFUL. Midway through the year he retained the title, but Dana Dimel who was the TE coach and running game coordinator was in charge of the play calling. Arizona went from averaging 11 ppg the first 6 games to 22 ppg the last 6 games of that year.
