I looked at the 13 FA PGs that will be available this offseason and looked at the 4 different win estimators I could find (EWA and WAR on ESPN and WORP and WS on basketball-reference.com). I averaged those 4 numbers together to come up with how many wins each player was worth to their team this year. Out of those 13 players, 4 of them produced negative wins (Nate Robinson, Raymond Felton, Randy Foye, and Norris Cole), so the Jazz would probably best served staying away from any of those 4. Here's how the other 9 players rank:

3. Brandon Knight (RFA) - 3.750
4. Jeremy Lin (UFA) - 3.278
5. Mo Williams (UFA) - 2.353
6. J.J. Barea (UFA) - 2.103
7. Patrick Beverly (RFA) - 2.035
8. Rajon Rondo (UFA) - 1.383
9. Jameer Nelson (PO) - 0.758
FYI, Trey Burke would rank just below Rajon Rondo at 1.228. Dante Exum produced a negative number - largely due to his extremely low PER. I expect his numbers will be much higher next year. The Jazz getting Goran Dragic would be a great pickup for them, but I kind of doubt that will be an option. He'd be worth about $10-$11 million dollars, though I expect someone will be willing to pay him a lot more (probably will get a max contract, though I don't think he's worth it). I don't think Detriot will let Reggie Jackson go. I'm thinking Jeremy Lin would be a good target for the Jazz to try to get. We could try to sing him to something like a 2 year contract worth around $5 - $6 million/year which is about what his numbers say he's worth.
