Makes sense. QB is the only position, other than kickers, that doesn't rotate.
If you're not the starting QB, you basically do not play.
Most P5 signing QBs are the cream of the high school crop. They didn't sign with the thought of being the five year backup.
Any other position can still work their way onto the field, even if they aren't the starter. But a QB? Coaches are loathe to swap them out even if the backup is outperforming in practice.
