Also with the emphasis in the NFL on a QB, many want the opportunity to play NFL
Can't do that if they're a backup. And many G5 (and even lower) QB's have excelled in the NFL, so, there is great pressure to be the starting QB somewhere.

Makes sense. QB is the only position, other than kickers, that doesn't rotate.

Pretty simple: schools want depth at QB, most QBs don’t want to be “depth”.
