I attribute it to kids finding better situations when they know they won't
be the starter. The QB is the one position where you can be the a solid #2 on the depth chart and never play a single down.
I don't blame kids for wanting to go somewhere where they have a better chance at playing in a real game.

Makes sense. QB is the only position, other than kickers, that doesn't rotate.

Also with the emphasis in the NFL on a QB, many want the opportunity to play NFL

Pretty simple: schools want depth at QB, most QBs don’t want to be “depth”.
