2 hours across state lines tends to blunt the impact of fanhood.
As to Navy, they bring a lot to the table with the Notre Dame game and the Army/Navy game. And they're the clear best of the service academies. But I'm not sure they can scale well to P5 football to be honest. Not without significant legislation allowing players to go on to the NFL. It's gone back and forth over the years and I can't imagine top players choosing to go there without some hope of a post-college football career.
