But you're right that if those networks (further) expand their offerings beyond what they had in previous years or the PAC doesn't take any of those slots, then there's more linear network offerings available. Realistically, I think the PAC12 will get some sort of deal which will further limit the number of 'good' slots available.

That said, the list of markets you shared includes Denver (Colorado), San Diego (SDSU), Tampa (USF), and Phoenix (ASU). Are you suggesting grabbing those 4 teams as expansion candidates?

You also mentioned DC? Is that a suggestion to grab the Naval Academy? Or somehow poach Maryland from the B1G? Or are we convincing Georgetown to restart football?
