I thought it was blocking penalty during the return?

Since they never blew the whistle, the play continued and BYU committed to blocking penalty.

They made the correct call, but it was completely incompetent of them to not recognize that it was an incomplete pass

It wasn't correct because the Officials never blew the play dead... they allowed it to continue
