That hit took place prior to the whistle. The officials are basically saying with that penalty that BYU players should have known that it was an incomplete pass, even though the refs didn't know it, and thus BYU shouldn't have kept playing.

I'm telling you, every team in America at all levels of football are told to play to the whistle. You don't stop until you hear it... and BYU was penalized for doing just that.
