This isn’t difficult. Teams call timeouts all the time and get them back when other immediate events happen on the field.
1. A player is hurt
2. A measurement is taken
3. A play is reviewed.
I’m guessing there are more. I’m amazed this isn’t more known.
The only thing at issue here is how many seconds they saved by calling the timeout before the clock would have been stopped anyway for an official measurement. That’s all.
