Why haven't new schools won after 85 scholarships became fully implemented?

All of those you listed happened when there were 105 schollys. Maybe more scholarships need to be allowed.

Or maybe the BCS/Playoff system have ruined it. The blue bloods reacting to seeing so many newcomers crash the party feeling vulnerable.
