Take those, add
BYU
Central Florida
Houston
Cincy
Memphis
South Florida
SMU
Buffalo
San Diego St
Boise St
Northern Illinois
Fresno St
Army
Navy
Air Force

and you're already full. That means kicking out SMU, Marshall, Utah State, Appalachian State, Colorado State, UNLV, Eastern Carolina, Nevada, Tulsa, Temple, Toledo, Hawaii, UConn, UMass, as well as Harvard, Princeton, Yale, Penn etc (assuming you're actually cutting down DI, not just FBS (previously D-1A))
