If Hall has another very good season he will be, but any regression (and next year's schedule is tough) is going to make it tough for him to be drafted.
Hall would be 25 and half years old on opening day of his rookie year. There's only been 4 QBs older than him drafted in the last 50 years - and none have been good (Chris Weinke, Brandon Weeden, John Beck, Matt Mauck).
Combined with his history of repeated and lingering injuries, I think he'll go lower then his talent/stats would indicate
