It sounds like it doesn't. But maybe it only allows over 25 per yr not 85 total

Still 85 and it can only be transfer replacements.

It’s still very helpful. Because Chris Jackson left, Jaxson Dart won’t count towards the 25.

So 32 initial counters is allowed but it isn't an increase to the 85 correct?

They can only be used to replace players that transferred out.
