The difference? NFL has centralized leadership
you may not like all the decisions they make, but the intent is always to maximize the NFL as a whole.

Will it though? I hate it for all those reasons, but the NFL does pretty well despite not having teams everywhere

The only reason people watch sub par football (what CFB is) is because of the broad tie to alma maters
