When Utah beat a 10-1 Oregon, who was ranked 3 at the time, that deserved only a 4 point move in the polls for Utah, from 23 to 19. If beating the 3rd ranked team only gets you a 4 spot bump, that shows not a lot of respect for Utah. The CFP voters were still thinking Oregon had to be the pac team they were desperately trying to keep ranked high because at that time, they thought Oregon was going to be the pac team in the Rose Bowl.
Now jump ahead just 2 weeks later when Utah beat Oregon again. Utah beating a lower ranked Oregon team, who now the CFP voters realize Oregon can't go to the Rose Bowl, this miraculously vaults Utah into the CFP top 12 rankings. The only reason this happened was so the CFP wouldn't be embarrassed by having a P5 team ranked outside the top 12 in the Rose Bowl.
So I will sum it up. Utah beats the 3rd ranked team, small move in the rankings. Utah beats the same, although ranked much lower team, so in order for the CFP to not get embarrassed, Utah gets a bigger move in the rankings to make it into the CFP top 12.
