Have read extensively on WWII/Japan and never read of Tokyo being on "the list"

Might have been a fantasy of one of the US Army Air Force generals, Hap Arnold in particular, but Stimson and others made sure Tokyo, and Kyoto, were not on the list of 9-12 cities to be targeted.
