its true that its an outside agreement but the recent change is that the
coaches are allowed to communicate with the collectives to decide how much and to whom the offers go.

Whereas initially that aspect was illegal and the NCAA was going after some teams (Tennessee) for doing that, now the court newly stepped in on that one so that is legal and that is the current direction/practice.

So now in practice, the coaches are going to work closely with the collectives about specific numbers. The collectives will follow what the coach wants, because why would the collectives pay a bunch of money to bring someone in if the coach would refuse to play them anyway.
