it seems unlikely. But what I do know is that kaufusi dedicated some time to finding the kids missing transcript while in tonga and he couldn't do it.

So unless utah has some loophole in the system that nobody knows about or some better way to find the kids transcripts than physically looking for them on the island of tonga, I have a hard time believing that utah doesn't know he can't/won't qualify. But again, maybe there's some piece to the puzzle that utah has that nobody knows about.
