I remember it being a decision based on the university wanting to sell more shirts and the fact that people seldom (other than game days) wore the royal blue. The research showed that people were much more likely to wear a navy blue shirt on a regular basis.

This was one of the reasons given at the time my wife agreed with this research and said that royal blue went with nothing except game day
