I don't think he was advocating for that kind of tax strategy. He was just....
stating that some people prefer to use their tax withholding as a way of forced savings. Instead of lowering their withholding from their W-2 and saving the money themselves. Of course it is a bad idea if you can have self control and save in a savings account. But a lot of people are terrible with their money and can't save anything.

Making any kind of comment on his skills as a CPA based on a simple observation, isn't fair imho.
