I was in Germany last week and it was heavenly to drive their highways. Even though you had vehicles going vastly different speeds it all worked so well because everyone followed "the rules" regardless of what the speed limit was. Trucks in the right. Everybody else in the middle until you wanted to pass. THEN move into the left, make your pass, and return to the middle. I'd even acknowledge that you could stay in the left as long as you were paying attention to traffic behind you to make sure that no one in that lane was approaching you at a higher rate of speed than you are traveling. And if so, you simply move over so they can pass regardless of the speed you are currently traveling.
