Sure. That's pretty much what they do now.
P Norton is saying that they could sweep more stuff under the rug and not even have to hand out penalties if we didn't talk about it. That's not gonna work.
To be clear, I think its ridiculous that they should have to sweep stuff under the rug in the first place because of the way the Honor Code is enforced, but avoiding bad press isn't going to change that. Only a complete overhaul in the enforcement of the Honor Code will change that.
