Sitake's "first class." If anything, how he finished that class is a great indication for the near future, not a knock on it making it an "over time" type of thing. I don't think it's going to take long at all. He already landed guys in a few weeks that the previous staff never would have.
It's also not as relevant to mention offers to current low star guys. It's too early. Doesn't mean much right now. When it's all said and done, 3 stars all over the nation will be 4, 2's will be 3's, and unheard of guys will finally get their 2 stars.
Of course there's always going to be a few, but the main point of that post you responded to, which was also pointed out by guys like Jake Kuresa comparing BYU to Utah, is that improvements will be made in the lower part of the classes. While not necessarily talking about "stars" here, spots will be filled out with higher potential guys rather than less athletically gifted kids who seem to just be a good fit academically and in church, without a ton of potential on the field.
The top isn't where all of the improvements need to be made. But the depth of the team will improve as they round out classes with better looking talent in the "bottom 2/3." That's plenty doable and with the way they're finally recruiting, it will happen.
