So is this what basically happened?
I want to get this story straight so please let me know where I messed up in my theory below. I'm sure I got some things wrong here.

Big12 knew they needed to expand and decided to do so back in July but they probably decided before then even.

At this point ESPN and Fox knew they would have to put out more money if they expanded. So they got involved and pretty much said to only expand by two and that BYU had to be one of the candidates because they put eyeballs on the screen and butts in the seats and we won't lose any money with them.

Most of the universities didn't have a problem with that although we know a couple probably did but were OK with it for now.

Anyway, the issue then became who was to be the second team which was most likely Cincy at first until the Governor of Texas demanded that Houston be included as well.

After rounds of debate and not getting anywhere and seeing they were deadlocked they decided to expand by 4 teams so that both Cincy and Houston would be included thus appeasing everyone.

However ESPN and Fox now saw that they were going to have to put out a lot more money than they wanted to or could probably even pay if the Big12 expanded by four teams.

So a couple of weeks ago ESPN and Fox make a counter offer and said if you don't expand we will give you some more money but not the kind of money you would get by expanding but enough to get you not to expand at all. (and when you don't expand we will berate you for it and say how stupid you are).

So the Presidents voted on it and decided to stay at 10 and get more money without expanding. I mean why expand if someone is going to give you money not to.

Is this even close or am I way off here.
