I do business regularly with a couple of Indian suppliers.
i noticed this deal seeking phenomena and mentioned it to a buddy. He told me that Indians don't believe in an arms length transaction. They believe that they have to win and you lose, or else its a bad deal for them. Pointed me to a book called Games Indians Play. Basically confirmed that notion.
