So, you started out by actually NOT stating the rule, but by quoting
From an article that describes the rule. Sorry, that doesn't quite cut it. Also, the NFL rule, which you do include, doesn't quite cut it either since, as I pointed out previously, the NCAA is not the NFL, and their rules can be different.

However, that said, if we DO use the NFL rule which you provide for the final scoring play, this is not a pick play (or offensive PI). Why? The defender actually initiated contact, wrapping his arm around the offensive player, then was either pulled to the ground, or stumbled and fell as a result of being engaged BY the defender. It doesn't meet a, b or c from the NFL rule.

Do you see something different than I do? In the replay, I seen the offensive player starting into what might be a route, it might be an attempt to block, but I can clearly see the defender reach out and wrap his arm around the offensive player FIRST. The defender initiated contact. Not an offensive PI.
