Having lived in Boise and Provo for more than five years at each location I can
tell you that yes Boise's weather is better than Provo in general. This year on the other hand was an anomaly and the winter weather in Boise was much worse than normal.

Also... I agree on fostering a little bit more unity with the good folks of eastern Idaho (particularly Rexburg/BYU-I) could go a long way. I went to BYU, but BYU-I is a great school as well. I would be happy to for my kids to attend either BYU or BYU-I one day.

Also... all the mentions about cold weather and what not.... We are talking about football here. Whats the matter with a little practice in some cold weather? They play the games in similar weather.

Alternate option... there's a solid alumni base in the Boise area... maybe there should be a practice up there. They can hold it at Tanner Mangum's High School stadium. That would drive the Bronco fans nutty! That would be great!
