During the Summer my kids are often up and playing outside until 9 or 10 pm

In the PNW, the Summer is really the only time you get to enjoy your yard and the sun is out until almost 10 pm.

I had a neighbor yell multiple times at my kids for being too noisy. I had a conversation with him and I agreed that we wouldn't make noise after 9 pm. The next day he was yelling at them at 8 pm. After that, I told my kids to ignore him and play as long as they want until 10 pm when the city ordinance kicked in.
