the process would likely be the same. Most states that I am familiar with look at the content of the records, not the location. So it doesn't matter whether it is a personal phone or a university phone. If there are records concerning public business, they would be public records and the university may want your private phone to verify there are no public records there. Especially if the request encompasses that phone. Your state may be a little different though.
