I get what you're saying but Tanner is NOT a rushing threat.
I understand he uses his feet well to shift and check down but he was 34 attempts for 88 yards I believe in 2015.
I assume he will be a more polished passer as you point out and is great at the check down but will that offer more than Hill did with his threat to run for long yardage? (Tanner's long rush in 2015 was 11 yards)
