Wrong. The power of a cavalry charge lies in charging with a strong, unified
front. Sheer inertia would blow the enemy back onto their heels. Rewatch the battle of pelennor fields. That's how the rohirrim scattered sauron's armies and broke the haradrim, including a large force of haradrim cavalry who were quite similar to the dothraki. All that with only 6000 riders. 6000 rohirrim would crush 4 times that many dothraki.
