As I recall, Fred Skousen was the Advancement V.P. at BYU and the AD reported to him. He seemed very involved in the decision and appeared to procrastinate letting an offer be made to KW. It seemed KW was very interested but BYU was looking for a bigger resume, definitely giving the impression that KW would be a "second choice".
The Utes made an offer and then BYU came back and offered. KW, I think with some hurt feelings (and a lot more money in the Ute offer), rejected BYU.
If that is what happened, and I only believe it is from what I read at the time, I can understand KW turning it down.
