Didn't he say it was definitely targeting as the rule defines it?

His quibble is that Tauteoli was in a tough spot and had to do something to stop Tanner. Tanner resulted in a targeting call, but it was the right call? I know most of this board complains about targeting in a very similar manner, did I misconstrue his statements?
