I assume the ranking you are talking about is the college football playoff ranking, or something like it (as this would be a new playoff system)?  There would be a built in incentive or pressure to make it unduly hard to get G5 teams ranked.  That said, complete exclusion would be difficult given that top G5's have been routinely ranked (just not in top 4) in prior years when it was little more than a pat on the head.
