The older dimmers (I have Lutron 2007) were not made to dim very low current bulbs (i.e. LED). I replaced all my halogen lights with LED's a few years ago and had to leave one halogen bulb in several circuits to pull enough current for the dimmer to recognize the circuit properly. The other option is to replace all dimmers.
