You would never be able to get bishops on the same page as far as what should keep someone out of BYU and what can be worked on within BYU. You would have 1 bishop refusing to let a student return for the same thing that another bishop signs the endorsement. For better or worse, you need a central authority so that all students are held to the same standard.
