I so disagree. Having non-ecclesiastical persons making an
ecclesiastical decision is nonsense.
The sponsor could educate bishops and stake presidents how to govern. There is already a central authority in place. The HCO is not a good place for that. Let it govern academic integrity and criminal activities.
