scholarship at another institution and no student under scholarship can discuss transfer possibilities beginning with the start of enrollment in school for the semester of study concurrent with the current season of play for the sport they are currently under scholarship.

So a player would have to either declare he is transferring before the season (and hope to find a school in time) or immediately after spring ball (which in my mind is fair).
