Wrap your finest sandpaper around a skinny nail, insert in the wheel hole and twirl. Then spray a little furniture polish in there and rub it in with a qtip. Sanded and metal polished axles on sanded, wax polished wheels. My kids cars were always ugly but they always won the races.
