I strongly disagree that they are the right way to control rodents.

That's what birds of prey, snakes and other NATIVE predators are for. Stray and outdoor cats create a massive imbalance. They are credited for numerous native species going extinct. They also spread thier own share of diseases. There is no logical defense for letting cats run wild.
