It would be amazingly rare for all of them to fill up with Bowl Eligible teams
... There are 130 FBS teams which should mean that nearly 20 teams from the bottom half of FBS would go to bowls. They're always making exceptions to allow non-bowl-eligible teams allowed to go to a game.
We don't need a conference to get a bowl spot, we just need to get a bowl eligible record, especially with our strong fan base.
