Is it true that in soccer you can have 11 players on defense (including goalie)

Seems to me that soccer really favors the defense and discourages scoring in general. If what I've heard is true, then you could essentially be playing 11 defenders against 7-8 offensive guys. Doesn't make sense, so I'm not sure if that's even true. Quick google search didn't provide any insight.
