It will be interesting to see if FIFA ever takes such a drastic step. I agree
that this would cause change.

There is a precedent, sort of, with the banning of English teams and their hooligans from the European Cup after the disaster of Heysel in 1985. England and its clubs and fans took hooliganism much more seriously after this, and largely cleaned up their act, relative to what it used to be.

Granted, that was a much more dangerous and threatening situation, with lives lost and lots of injuries.
