only deals with registration, titles, taxes, etc. of "motor vehicles" and it is the Driver License Division (within the Department of Public Safety), that deals with the licensing issues you describe?  As to your question, my dealings with the Utah Division of Motor Vehicles has been pleasant and efficient and I would have to say yes, they have at least half a brain, probably much more.
